By all evidence, the drilled Gold Seals were for the closeout of old stock at the end of the '30s (I believe a sale flyer documenting this was published in the 1980s in the Pen Fancier's Magazine). So it wasn't that Wahl-Eversharp was offering the same items at the same time in two versions, one with guarantee and the other without.
